Change acceptances
according to § 19 (3) StVZO
The Road Traffic Licensing Regulations (StVZO) stipulate that certain modifications to the vehicle must be inspected by a test engineer from an officially recognized inspection organization or an officially recognized expert (aaS) or inspector (aaP). Sections 19 and 21 of the StVZO regulate when which of the above-mentioned persons may be involved.
A modification approval in accordance with § 19 (3) is always necessary if modifications are made to the vehicle by installing or fitting parts for which a parts certificate (TGA) or a parts approval (ABE for vehicle parts, EC approval, ECE approval) is presented.
In order for the test engineer to be able to conclude the modification acceptance positively, the above-mentioned expert reports and approvals (test certificates) as well as the assessment itself are subject to requirements and conditions. These are
The positive change acceptance is then confirmed in writing by issuing a change certificate (proof of the proper installation or attachment of parts).
However, the changes listed in this proof for the vehicle documents do not have to be entered directly in the vehicle documents in every case; it is also possible to have them transferred here the next time the registration office deals with the documents (re-registration or change of owner). In this case, it is sufficient to carry the proof with the vehicle documents.
